On December 24, 2020, the Department of Information and Communications (DIC) of Thai Binh Province officially inaugurated the smart camera system for security and traffic monitoring across the province.

Inauguration Ceremony of Thai Binh Province’s Camera Monitoring System
The architecture of the traffic surveillance camera system deployed in Thai Binh Province consists of the following layers:
Field Equipment Layer
Data Transmission Network Layer
Database Service and Processing Center Layer
128 cameras have been installed at 6 critical traffic intersections in Thai Binh City and at 5 provincial gateway points for 24/7 monitoring.
18 key security locations are monitored around the clock with automatic facial recognition, crowd detection (five or more people), and real-time alerts.
On top of the Petro Hotel building (the highest point in Thai Binh City), a 360-degree camera system is installed to oversee the entire city from above.
ICOMTECK supplies industrial computers and industrial switches from reputable global manufacturers such as LANTECH, KORENIX, and NEXCOM for the data transmission network of the smart camera system.

Given the requirements of real-time traffic data transmission, devices must meet industrial-grade standards, high reliability, extremely large bandwidth, and wide geographical coverage. Therefore, LANTECH’s IPES-0008-12V-E industrial switches and KORENIX’s JetCon 1301-m media converters have been selected for deployment in Thai Binh Province’s traffic surveillance camera system.

Due to Vietnam’s unique traffic conditions with high and mixed flow density, the devices require strong computing and high performance to control and set up synchronized “green wave” traffic flows across congested intersections.

The central traffic management system’s equipment and software require a database with high availability, powerful computing capacity, and robust services, with unlimited scalability for both input data sources (cameras) and data exploitation (workstations at the center and remote data access points).
Servers are installed at the central hub for data processing.
All displayed information is processed and shown on a large video wall located at the Smart City Operations Center of Thai Binh Province.

Smart City Operations Center of Thai Binh Province’s Camera Surveillance System
With the overall goal of building a Smart City, the project aims to widely apply information technology and the achievements of the Fourth Industrial Revolution, creating breakthroughs in management and operations by government agencies and units. It also provides high-quality public services and utilities to citizens and businesses. Thai Binh is gradually perfecting its E-Government framework towards Digital Government for the 2020–2025 period.
